Joshua lived in different countries when he was young. He spent eleven years in Saudi Arabia and some time in Saipan. These experiences helped him understand the challenges that immigrants face. He saw the legal, language, and cultural barriers that people face when starting over in a new country.
He is fluent in English and speaks Spanish. This helps him connect with clients from many backgrounds. He takes part in community programs that help immigrants integrate. He also supports cross-cultural education and promotes inclusive spaces for families to thrive.
Joshua earned his Bachelor of Arts in Graphic Design from Cal Poly Humboldt in Arcata, California. He received the college President’s academic scholarship, which is given to only one student. This artistic training honed his problem-solving abilities and gave him a unique perspective when addressing legal challenges.
He later pursued his Juris Doctor at Abraham Lincoln University School of Law and graduated in 2014. During his studies, he won the President’s Award in Corporations. He also received the Dean’s Scholar Award in Trial Techniques.
These awards showed his strong academic skills and his potential in the courtroom. This foundation, creative and legal, continues to inform his approach as an immigration attorney in Spokane.
Joshua’s professional experience spans family law, civil litigation, procurement law, and administrative proceedings. He represented clients in highly sensitive matters such as divorce, child custody, and domestic violence restraining orders, demonstrating compassion and tenacity in equal measure.
He later worked as Lead Counsel for the Attorney General’s Division of Procurement & Supply. There, he negotiated contracts, represented the agency, and gave legal advice on important government matters.
Additional roles as Assistant Counsel at the Civil Service Commission and the Economic Development Authority refined his legal strategy and client-focused advocacy. These experiences gave Joshua the skills to manage even the most challenging immigration cases with careful preparation and confidence.
Joshua joined Quiroga Law Office, PLLC, to be part of a team focused on helping immigrants and providing justice.

While he has not yet published formally, he remains actively engaged in continuing legal education and advocacy discussions, consistently seeking opportunities to share knowledge and elevate the standards of immigrant representation.
